ANNAPOLIS, Md. (WJZ) — Gov. Larry Hogan said effective at 5 p.m. on Wednesday, November 11, indoor dining at restaurants and bars will go back to 50% capacity, citing a seven-day surge in coronavirus cases in Maryland.

To help manage the COVID spread, as of November 20 bars, restaurants and other establishments will have to close at 10 p.m.

Indoor capacity is also decreased to 50% at retail businesses, organizations, religious institutions, personal services, bingo halls, bowling alleys, pool halls, skating rinks, fitness centers and social clubs.

A new order will also restrict visitation at hospitals and nursing homes and fans will not be allowed at public stadiums.

The governor said the Maryland Department of Health has also issued a new public health advisory strongly warning against indoor gatherings of 25 people or more. He said those who violate the new restrictions could face fines and/or jail time.

The state is also implementing mandatory telework for all state employees who are approved to do so, except for essential, direct, public-facing services and essential personnel.

Personal service establishments including beauty salons, barbershops, tattoo parlors, tanning salons, massage parlors may stay open at 50% per the amended order, as well as fitness centers, casinos and entertainment venues.

All Marylanders over the age of five years old are required to wear a face covering still when they are ever indoors at a public place, on public transportation and outdoors where you cannot maintain six feet of social distancing.

The State Department of Education will continue with its plan to reopen child care centers as more people head back to work, Gov. Hogan said.

Maryland officials are also warning people to avoid any non-essential travel to 35 states.

In addition, federal courts in the state are suspending all in-person proceedings and closing courthouses to the public beginning November 16. State courts are suspending jury trials through the end of the year.

Gov. Hogan’s amended order goes into effect at 5 p.m. November 11.

Below is a look at how each county is responding to the eased restrictions. Not all counties will open to the governor’s level.

Allegany County: The county is following the governor’s reopening plan.

Anne Arundel County: New restrictions go into effect December 16 for the next four weeks. All restaurants must be takeout, delivery only. No indoor or outdoor dining allowed. Retail moves to 25% capacity. Live! Casino to 25% capacity, with no food service.

Fitness centers, personal services and salons remain open at 25%, masks are required. Theaters and live entertainment closed, bowling alleys, adult entertainment must also close. Social clubs at 25% capacity with no food or beverage allowed.

Indoor religious facilities to 33%. Some exceptions will be allowed for outdoor religious gatherings to 250 people. Fellowship addiction recovery to 25% or 50 people, whichever is less.

Baltimore City: Mayor Brandon Scott’s first day as the city’s new mayor, he set new restrictions in place starting Friday, December 11 at 5 p.m. Indoor and outdoor gatherings at private and public spaces are further limited, Religious facilities, retail, malls, personal services, fitness centers, museums, aquariums, zoos and casinos are capped at 25% capacity. Indoor and outdoor dining is closed until further notice. Indoor recreation is closed, including cigar and hookah bars and adult entertainment venues. Outdoor recreation is capped at 25% capacity. Theater and outdoor entertainment venues closed.

Baltimore County: A number of new restrictions took effect in Baltimore County at 5 p.m. on November 15. All private gatherings are limited to 10 people indoors and 25 people outdoors. This does not apply to restaurants, businesses and churches, etc. that are complying with the governor’s 50% capacity order. Bars and restaurants are required to close at midnight. Masks are required in all public indoors spaces and required outdoors when you cannot social distance. All recreational youth sports are prohibited until further notice as of Tuesday, Nov. 17.

Calvert County: The county is following the governor’s reopening plan.

Caroline County: The county is following the governor’s reopening plan.

Carroll County: The county is following the governor’s reopening plan.

Cecil County: The county is following the governor’s reopening plan.

Charles County: The county is following the governor’s reopening plan.

Dorchester County: The county is following the governor’s reopening plan.

Frederick County: The county is following the governor’s reopening plan there are some changes. A new restriction that goes into effect Friday, December 11, will limit indoor gatherings to 15 people or less. Under the restrictions, which took effect at 5 p.m. on November 13, all outdoor venues are limited to 25% capacity or 25 people, whichever is less. Wedding venues will be included in the capacity limits beginning November 30. Churches and other religious facilities will be limited to 50% capacity, while fitness centers will be limited to 25% capacity.

Garrett County: The county is following the governor’s reopening plan.

Harford County: The county is following the governor’s reopening plan. But Harford County officials also announced some other changes — like closing county buildings starting on Nov. 13 and adjusting the Harford Transit schedule.

Howard County: Howard County is now restricting size at gatherings. Gatherings will be limited to 10 people indoors and 25 people outdoors. Learn more here.

Kent County: The county is following the governor’s reopening plan.

Montgomery County: An executive order restricts service to outdoor dining at restaurants and retail establishments are only allowed to have one person per 200 square feet of retail space, and must not exceed 150 people at once.

Gatherings of more than 25 people are prohibited outdoors and indoors are limited to 10 people. Masks are now required in all outdoor and indoor public spaces.

Indoor sports gatherings are limited to a maximum of 10 people.

Fitness centers, museums and art galleries, retail and religious facilities must be capped at 25%. Capacity is also down to 25% or 25 people, whichever is lower, for bowling venues, hair salons, barbershops, massage and nail salons.

Prince George’s County: Indoor dining stopped until further notice, with outdoor dining at 50% capacity. Casinos, retail capacity must reduce to 25%. Indoor gatherings are capped at 10 people and 25 people for outdoor gatherings. Retail establishments including grocery stores and big box stores are capped at 50% capacity. Gyms can remain open at 25% capacity and bowling alleys can remain open with a maximum of 25% or 50 people.

Queen Anne’s County: The county is following the governor’s reopening plan.

St. Mary’s County: The county is following the governor’s reopening plan.

Somerset County: The county is following the governor’s reopening plan.

Talbot County: The county is following the governor’s reopening plan.

Washington County: The county is following the governor’s reopening plan.
